Chin-Hsiu Chen, PhD
Executive Director

Chin-Hsiu has served as Executive Director of the Eastern Shore Child Care Resource Center since 2016 and is an Associate Professor of Early Childhood Education at Salisbury University. She holds a Ph.D. in Early Childhood Education from the University of Victoria, Canada, and has over 30 years of experience in early childhood education across the United States, Canada, and Taiwan.

Leslie Sinclair

Leslie has been the Director of the Eastern Shore Child Care Resource Center since 2016. Her duties include managing the daily operations of the ESCCRC, advocating for the early childhood field locally and nationally while building relationships and maintaining connections with the child care community in the eight eastern shore counties. Leslie has been in the early childhood field since 1990 including public school, higher education, and the resource and referral field. As the Training Coordinator of the Eastern Shore Child Care Resource Center, Leslie identifies professional development needs of the early childhood educators in this region based on current issues and suggestions from the child care community. She then schedules trainings for you to attend in person or virtually.  

Rosalie Merryweather

Rose is a dedicated leader in the field of Early Childhood Education. With over 30 years working in early childhood education and 10 plus years working as a program owner/director, she has a strong focus on program administration and business management. Rose works to bridge the gap between educational policy and classroom practice. She is committed to fostering collaborative environments that support directors and educators in delivering high-quality early learning experiences.

Lynne Doeler
Early Childhood Coach

Lynne began her career in the child care field in an infant classroom while pursuing a Bachelor's degree at the University of Maryland. Since then, she has opened two programs in hospital settings, served as a lead teacher and center director, and worked in public schools for 36 years. Lynne is a strong advocate for young children and their families, and her experience across many areas of the early childhood field gives her a valuable perspective when working with programs. She is devoted to early childhood education and the professionals who work in this field.

Jennifer Hogan

Jenn has been working in the early childhood field since 2017, bringing nine years of experience that began with hands-on practice and has since been strengthened by earning a bachelor’s degree in Early Childhood Education. Throughout her career, she has served in a variety of roles including aide, lead teacher, and assistant director in a center-based child care setting. In 2023, Jenn joined the Eastern Shore Child Care Resource Center, and in 2025 assumed the role of Growing Opportunities for Family Child Care (GOFCC) Coordinator, where she supports new business owners and advances quality care initiatives in home-based programs.

Sophia joined the Eastern Shore Child Care Resource Center in 2025 as a part-time Administrative Assistant. She helps with training registration, attendance, communication, outreach, and general office operations. She is a 2025 graduate of Salisbury University, where she earned a Bachelor of Arts in Communication and Media Studies with minors in Creative Writing and Film.
